Goal: People have a safe home that creates opportunities to gain physical, financial and social assets.
Strategy: Implement services for people in conditions of poverty and vulnerable to conditions of poverty
to own and rent better housing that is affordable. Ownership is a way to build sustainable financial assets that in turn makes the
condition of poverty temporary and infrequent. Access to affordable and quality rentals ensure that the costs of shelter not drain
the assets of people in conditions of poverty.

Intended Outcomes:
Increase affordable ownership. . Increase the number of units of good quality housing that is affordable
for purchase by people with lower incomes.
Increase ability to purchase affordable units. Increase ability to purchase affordable units.
Increase affordable rental units. More rental units are of better quality and affordable to people in
conditions of poverty. This creates a condition where shelter costs do not drain a disproportionate amount of resources of people
in conditions of poverty.
Increase ability to afford rental units. Increase the skills and knowledge of people in the two
lowest economic quartiles about managing financial and physical assets, so that they are better able to afford quality rental units in the area.
Increase housing for vulnerable populations. Increase housing options for people who have the fewest assets
in conditions of poverty and are the most vulnerable to conditions of poverty.
Improve community livability. Increase activities that make the region a better place to live, especially for
people in conditions of poverty.
Key Indicator: Human, social, financial and natural assets are enhanced through the physical environment.
